Companies can only pull hard inquiries on you if you are requesting credit from them, you already do business with them or they own or was assigned an debt/account of yours.
Your request of credit, doing business with the company or a company purchases a debt/account of yours gives them permissible purpose to pull a hard inquiry.
If it was a company that you had not requested credit from or you don't do business with them, etc, and it was a hard pull (not a soft, unless you are opted out) - then they do not have permissible purpose. And you should dispute it.

Q: Does "soft" request for credit report/score exist?
I planning to get mortgage preapproval (paper which states how large credit they allow me to borrow) from Chase. Their representative said what they gonna do some kind of "soft" request to credit bureau , so it does not hurt my credit score.

A: Yes they can do that, its called a soft pull or account review. It shows only on credit reports issued to you, it doesn't show on credit reports to lenders and doesn't affect you credit score at all.
If you don't have any account with CHASE they will need your authorization or a pre-approval application.
Make sure you get in writing from them that they will do a soft pull. once you apply or give them permission to pull your credit they could do a hard pull just to get your score down and prevent you from getting a better offer from some other bank.

A: Minors are not able to enter into a legal contract. As such, you can try and contact the credit bureaus. Send them proof (such as your birth certificate) and tell them that you want the dings removed since you were a minor at the time.
However, you imply that you're an adult now (since you said "when I was"). If so, you may have backed the contract. When you turn 18, you can either dispute the contract, or you can leave it alone. If you leave it alone, you are basically saying that you acknowledge the contract, and thus it as been affirmed with you as an adult.
It wouldn't hurt to try, though. Go ahead and dispute them.
